All-English plan for American legislation

Arizona, USA: An All-English plan for American legislation, such as House Concurrent Resolution 2030, will mean that most government business in the US will be conducted in English, essentially preventing cities and counties from printing such public documents as water bills in any other language. Really important documents, such as ballots, are governed by federal law and would still be available in Spanish.
The debate is heating over an all-English government in a country where 60% of the population will speak Spanish by the year 2020.
