Toronto, Canada (Toronto Star): The placement system for First Nation children run for Ottawa by churches from the 1840s until the last school closed in 1996 has been subject to claims for settlements for the estimated 15 to 25 per cent who were raped, sodomized or beaten for offences as inoffensive as speaking their native language.
A growing crowd of critics, embracing the Assembly of First Nations, law societies, victims seeking closure in class actions and, of course, the political opposition, argue the compensation system is needlessly adversarial and complex, treats survivors unequally as well as arbitrarily and, perhaps most damning of all, has lost sight of the overarching goal of healing.
