Prague, Czech republic (Transitions on-line): The European Union may have succeeded in pressuring accession countries into adopting policies on Roma, but it has failed to ensure that the situation of the Roma has improved in either its new or its old member-states. Brussels' recommendations during the accession process of some new member-states (Hungary, Slovakia, the Czech Republic) and the two next in line for membership, Bulgaria and Romania, may have resulted in all those countries adopting special policies on their Roma, but compliance with these recommendations has mostly been formal and their willingness to adopt such policies has not been matched by a commitment to ensure their effective implementation.
