EU constitution and linguistic diversity

London, UK (The Guardian): In the charter of fundamental rights, part of the EU constitution that was signed last month, there are two levels of obligation on member states in the category of "principles": the first is to "respect and recognise" certain rights. These include the rights to cultural, religious and linguistic diversity, the rights of the elderly, the rights of persons with disabilities, and rights to social benefits and services. This in effect sets minimum obligations on the EU and on the member states when implementing EU law.
