Human Rights Watch, USA: After a wide range of reforms by Turkey including the broadcasting of minority languages such as Kurdish, the December 16-17 summit meeting in Brussels will determine whether the European Council opens negotiations with the country to become a full member of the European Union. Even if the Council gives a positive decision, Turkey is not expected to achieve full membership for another decade.
The December 17 decision represents a major crossroads for the Turkish government, for the future of human rights in Turkey, and arguably, for the EU itself.
